Deflect attacks and counter-attack

Description
-----------
Parry is a passive defensive skill that gives you a chance to deflect
incoming attacks with your weapon and strike back.\n\nRequirements:\n 
- Must have a weapon wielded\n  - 20 Dexterity to learn\n\nYour parry
chance improves with:\n  - Higher parry skill level\n  - Offensive
tactic (bonus to counter damage)\n\nWhen you successfully parry:\n  -
You take no damage from the attack\n  - You deal counter-attack damage
to your attacker\n  - Counter damage scales with your parry
skill\n\nUnlike dodge, parry is more aggressive - sacrificing some
defensive reliability for the ability to punish attackers.
